Article 100

Foreigners shall enjoy in Colombia the same civil rights as those granted to Colombians. However, for reasons of public order, the law may subject the exercise of certain civil rights to special conditions or deny them to foreigners.

Likewise, foreigners shall enjoy in the territory of the Republic the guarantees granted to nationals, except for the limitations established by the Constitution or the law.

Political rights are reserved to nationals, but the law may grant resident foreigners in Colombia the right to vote in municipal or district popular elections and consultations.
